Thank you for asking the question. PGCMC supports the Quran and sunnah in all things. At this time the state and county do not have a funding mechanism for government projects that meets the Shariah standards. The alternative to not issuing general obligation bonds is not a shariah compliant financing at this time. It is crumbling schools, unfunded libraries, torn up roads, etc. So until an alternative financing method is developed the government needs to be able to borrow. However, PGCMC proposed to the State legislature last session the development of a sukuk bond for revenue generating projects. It has been followed up by a State Delegate who recently arranged a meeting with the State Treasurer’s office to further investigate the development of such a bond.
